The House voted 218 to 212 on Tuesday to send the Clean Industry Act to the Senate, an outcome that had appeared in serious doubt as recently as Monday evening, when at least four Democratic holdouts indicated they would not vote yes without changes to the bill's domestic-content provisions.

The deal that finally moved the bill came together, by all accounts, in a fourteen-minute conversation in the Speaker's office at 1:18pm Tuesday afternoon — a conversation that, according to three people present, was driven less by ideology than by a shared concern that a second failure on climate legislation in this congress would, as one staffer put it, "become the actual definition of this congress."
